Looking at the original I think the transcriber really didn't want to type what they saw as it's clearly Slapper!

If they were German and was saying their surname in a German accent it could have been schlapper
hence we English have put down Slapper. The same occured with one of my rellies who was French and came to Cornwall, originally Claude turned into Clode - just think of a cornishman saying a french accented Claude - plausable eh?
