Since it's a geographic index, the following might be handy:
The Toronto City Directory 1921 http://archive.org/details/torontodirec192100midiuoft
=============================
The Directory for Montréal and its suburbs Annuaires Lovell de Montréal et sa banlieue (1842-1999) http://bibnum2.bnquebec.ca/bna/lovell/ The inner suburbs (Outremont & Westmount) are listed in with Montreal.
Although the directory itself is in English, it's a French site - but it's easy to navigate - the useful buttons are: Début Start [For clarification, suppose I'm looking at Wm Pulsford Slessor (my g grandad's cousin) in Lovell 1921-1922 Section Si page 10 de 23. Hitting the Début button will take me to the start of this section (Section Si page 1 de 23), not the start of the directory.] Afficharge plein écran [gets of full screen view] précédente Preceeding page suivante Following page

Census of Canada 1921 Now Available to Researchers Canadians can now browse the 1921 Census of the Canadian population, free of charge on Ancestry.ca.
Researchers can explore the 197,529 pages of information through an index of districts and sub-districts. Ancestry.ca will also take the extra step of indexing 8.8 million names, addresses and other information for a searchable database, and developing advanced search tools to go along with it. Canadians will be required to pay for the extra convenience of doing advanced searches from their home. They will do this at their own cost, and will be offered a choice of free or paid access.
Free access will be possible in person at Library and Archives Canada (LAC) and through hundreds of subscribing libraries across Canada. Free access to raw census records will be available online. Paid access will only be necessary if someone wants the extra convenience of doing advanced searches from home. Individuals can make the most of their visit in Library and Archives Canada’s reading room in Ottawa by preparing in advance and consulting Preparing for a Visit or viewing the Orientation Services for Clients at 395 Wellington video or reading the blog post, The Top Five Things You Need to Know Before You Visit. Canadians can access censuses taken before 1921 on Library and Archives Canada’s Census webpage. http://www.bac-lac.gc.ca/eng/news/Pages/2013/08-1921-census.aspx

MGNV, Many thanks Using your wonderful directory link, I found the entry that I was looking for in Montreal 1921, which means I have an address. Jos Stewart, 3210 Greenshields Ave
However, using the Ancestry.ca link to the 1921 census of Quebec, Montreal is not on the drop down list.
Got any ideas?

Here are some of the Montreal Districts:
Georges-Etienne Cartier Hochelaga Jacques Cartier - Lachine Laurier-Outrement Maisonneuve St. Antoine, Montreal St. Denis, Montreal St. Jacques St. Lawrence - St. George Ste. Anne, Montreal Ste. Marie Westmount-St. Henri
If you click on the district names you will see the sub-districts and wards. I'm not sure if I have them all.
It would be helpful if there was a map available showing the location of the districts like there is for the 1911. Maybe there is one on Canada Archives but I haven't yet been able to find it.

Thanks Moonbeam, I will keep looking. Unfortunately, this family only moved to Canada in 1915 The address on the 1921 directory is correct as it matches with various travel documents for wider family members

Here's the 1895 ed: http://www.collectionscanada.gc.ca/electoral-atlas/index-e.html
Lovell (editted) says: Greenshields Ave from 335 Beaumont Ave, N to Blvd Cromazie, Ahuntzic-Bordeaux ward. 2951-3200 3208 Stewart Wm ******************** 3210 Stewart Jos ******************* 3211-3231 Hopper Ave (312) intersects 3343-3371 Ogilvie Ave (304) intersects 3418-3510 Abraham Ave intersects 3518 Greenshields Ave School Ave Anvers intersects Blair Ave intersects Dickson Ave intersects Howard Ave intersects 3560-3707 [Blvd Cromazie is parallel to, and immediately adjacent to, Autoroute Metropolitain - the Montreal section of the freeway between Ottawa and Trois-Rivieres/Quebec City.] [Greenshields seems to be renamed now as Ave de l'Epee, but the Greenshields name is preserved as a stubby little cross street bordering Athena Park on Jean-Talon Street West. It seems all the neighbouring streets parallel to the old Greenshields were renamed so they now look like continuations of the older-named Outremont streets that got interupted by the railroad tracks.]
Street directions are a bit problematic for Montreal. The Ile de Montreal is banana shaped, with one end pointing N and the other end pointing W. In the centre, like around Outremont, streets don't really run S-N, but more like SE-NW.
==========================
My guess was Laurier-Outrement - https://maps.google.com/ shows Greenshields as jus NW of Outremont. I skimmed thru the Laurier bits - I think the NE boundary of Outremont runs down the middle of Hutchison - they seem to coverthe bit NE of Outremont up to, but excluding, St Denis. They cover up to the 3200s Maybe the Outremont bits of Laurier-Outrement reach NW a couple of blocks.
You'ld realize this yourelf, eventually, but the Ancestry image # is at centre bottom - you can click on the number, type in a new one, then hit enter. Sometimes, I just couldn't make out a street name, although the person was clear. So here, the alphabetical part of Lovell was helpful. I confirmed this by now looking up in the street bit of Lovell, and seeing a few neighbours, and am now forewarned of likely cross streets, as well as being able to locate the block of whetever street on a modern map (the area seems to be renumbered now).

Incidentally, if you're a member of CAA (or AAA for those benighted souls in NY) - they give out free road and city maps - on the West coast, we can only get a map of, say, Atlantic Provinces & Quebec, or Montreal. or New England (CT, MA, RI, ME, NH, VT). I know if I go to the CAA offices in these places, I can get better local maps, say St John's for just one map for NL with town plans on back - presumably in QC, I could have gotten a map showing the outer suburbs of Montreal - mine stops in the middle of Ile Jesus, so has most of Laval, but nothing from the northern St Lawrence Shore. Most maps available most offices cover 1-2 provinces/states, like BC/AB, ON, TX, CA, OR/WA,
