Sarah E Griffiths born in Carmarthen 1936 is one of the two I thought possible (earlier post.)
Do you actually have the certificate, Paulette? If so, can you give us all the details on it, please? (Or not, if she's still alive.)
EDIT: Oh, I see AQ has already asked that.

On thinking more about it -
if Sarah's birth was registered in Carmarthen in 1936, she can't be the child referred to in the 1933 court case.
But she could be the child in the photo.
Confused? I certainly am.

No, but it could be her own child?
Difficult to know without the certificate details- although my feeling at the moment is that it's not related (the Griffiths surname wasn't added to the 1939 register until 1954 Middlesex) .
I'm still curious about the Kathleen Cunningham birth.
I'll should be around tomorrow, I'll have another little dig then.

I wonder if this is Sarah E in 1939 register? YOB wrong, but place right. If so, she's not Ruth's child:

If they married in Devon, there are only two possibles 1900-12:
Marriages Sep 1903 (>99%) May Hannah Plymouth 5b 633 Williams Joseph Plymouth 5b 633 (Possibly living in Flintshire in 1911, but both also born there, so maybe not. Also wouldn't fit with Ruth's birth Devonport 1912))
Marriages Jun 1903 (>99%) May Annie Louisa Plymouth 5b 624 Williams William James Plymouth 5b 624
(Living in Plymouth 1911)
There are a few possible marriages elsewhere, but not many.

Need to do a little more digging, but just putting this up so I can remember where I am:
According to the 1939 register her name change (whether by deedpole or marriage) was registered in Middlesex 1954, so it's likely Ruth was in the Middlesex area at this time.
Possible: 1945- 1948 electoral registers- Ruth Cunningham living at 31 Celia Crescent, Staines, Spelthorne -----------------------------------
Then in 1951 this Ruth Griffiths pops up
EDIT: Possibly not our Ruth- there is a Bert Griffiths marriage to Ruth Gllagher in 1950 Northumberland, and a birth of a possible child to this marriage in Middlesex.
1951- 1964 electoral registers- Ruth Griffiths living 534 Staines Road, Spelthorne with Bert Griffiths
1965 electoral registers- Ruth Griffiths living at 12a Stewart Avenue with Bert Griffiths
1968- Bert listed in phonebook- 12a Stewart Ave, Shepperton, Chertsey ----------------------------

AG- that's why I was asking, I've already looked and can't be sure- Paulette said Ruth's father died aged 56.
I wanted to know if the family stayed in the Devon area.

Since the war I have never come across the prisoner engaged on national work is not indispensable. There are a few references to Justice Charles remarks- but I can't see any that give further details of the case:
Yorkshire Evening Post - Monday 15 March 1943
THE INDISPENSABLES Before sentencing a woman aircraft Inspector at Oxford Assizes to three months for bigamy, to-day, Mr. Justice Charles was told she was on important national work. The Judge commented, " It amuses me how many of these people come before me. A man who is possibly a valet soon becomes an inspector at a wage of seven eight pounds week. Since the war, I have never come across the prisoner engaged on national work who is not indispensable. As soon as you commit a crime, you become indispensable."

My Grandmother live in Plymouth all her life I had a baby 1974 and my Grandmother died that year I think she was almost 100 years she was born Sarah May. I got to you pulled out all the stops finding out about my Auntie Ruth your all amazing. Not been on much today not having a good day having a Neurological Disorder I have days I can barley walk. Reading all your findings put a smile on my face. Thank to you all.

There are two Frearson births mmn Griffiths in 1934 & 1937, I can't see a marriage but may have missed it. probably no connection but thought as the names cropped up it was worth a look.

I don't see a marriage of a Williams to Sarah May in Plymouth. Maybe I'm misunderstanding the relationships?
The Frearson/Griffiths births are in Wycombe, Bucks, and Watford, Herts. - for whatever that's worth. Ernest doesn't seem to have been in either place at that time - but maybe Ruth was.
