Have you searched trees? there is a Harold who matches the birth of Harold W and anothe tree which has Jane in it.

It looks like her mother died in 2000, you could purchase the death cert to see if Jane was the informant?

Strange Jane only appears on the birth record

I would agree with Rose ,Barbara's death cert would be where I would go
