Often whoever fills in the form, (William, in the case of the Gateshead family in 1911) doesn't read the heading properly and assumes they have to enter something there even if their family were all born in the UK.

The father of Arthur Wilkinson Haswell 1882 was the brother of the grandmother (Eleanor, who married a Wilkinson) of Arthur 1902.
