"Beatrice1903" 's private tree on Ancestry says that Sarah Marie died on 28 Jan 1965 - but as I can't see the tree, I don't know where she died.
ADDED: Another tree says she died in Bournemouth on 14 Aug 1962, having married Herbert Bailey at some point, and having had sons Joseph 1905 and Frederick Joseph 1908, both sons born in Malta. However, some or all of that is rubbish. As "proof" of her death it offers the probate record of a Sarah Bailey who died on that date, but whose husband was named Thomas.

Ancestry's version of 1861 mistranscribes her name as Margret - though it's clearly Mary A on the image, and correctly on FMP's version as posted earlier by Alviegal.

Mary Ann with her parents in 1851? I wonder if she is transcribed as Martha so possibly another avenue to look for them after 1861.

The last location mentioned on his service record is a village in Co Mayo, Ireland, but that may simply be where his last ship docked
Where does the name Francesco come from?
Have you any documentary proof of his existence?

You say "Discharged from navy 1883, medical reason."
He was actually discharged in 1893, and the medical reason was diabetes.
Joseph Miller in the UK, Royal Navy Registers of Seamen's Services, 1848-1939 Name: Joseph Miller Gender: Male Birth Date: 19 Aug 1860 Birth Place: Salford, Lancaster First Service Date: 15 Jun 1876 First Ship Served On: Eagle Last Service Date: 14 Mar 1893 Last Ship Served On: Shannon Service Number: 95929
I don't know what life expectancy for someone with diabetes at that time would have been.
Joseph Miller isnt an uncommon name. If he was discharged to England -

ADDED Insulin wasn't in use until c1921.
"The discovery and purification of insulin for clinical use between 1921–1922 by a group of researchers in Toronto—Frederick Banting, J.J.R. Macleod, Charles Best, and James Collip—paved the way for treatment. The patent for insulin was assigned to the University of Toronto in 1923 for a symbolic dollar to keep treatment accessible. In regard to diabetes insipidus, treatment became available before the causes of the disease were clarified. The discovery of an antidiuretic substance extracted from the pituitary gland by researchers in Italy (A. Farini and B. Ceccaroni) and Germany (R. Von den Velden) in 1913 paved the way for treatment. By the 1920s, accumulated findings defined diabetes insipidus as a disorder of the pituitary. " https://en.wikipedia.org/wiki/History_of_diabetes

What is your reason for thinking that he had a brother Francesco? Is there any reason why his parents would have been in Malta?
Admittedly, I can't find his father in the UK after 1861, although there are a couple of possibilities for his mother - but Mary Miller is a common name.
Sarah Marie Miller, born 7 Nov 1883, is on the private Ancestry tree of someone named Beatrice1903, who lives in New Zealand. Name of tree: Bunty's Arboretum.
Have you been in touch with her?
She also has Alexander and Mary Ann on her tree. But no Francesco.

These graves maybe linked into family. But if he died aged 20/21 years, this won't be Joseph Miller's grave. Joseph miller was born 1860. :-)
