There's no age mentioned in anything I can find online.

So long as the person has all the necessary information and is capable of doing what is required, age doesn't seem to matter.

I seem to remember previously having found something which said it was OK for a 14-year-old to do it - but can't find it now.

I wondered if Robert's father Richard (1796) could be a brother of Charles (1839)'s grandfather Thomas (1785).

However, according to the 1841 census, Richard was born in Co Durham, whereas according to 1851, Thomas was born in Grisedale, Cumberland - so not likely, unless info in 1841 is wrong.
