The marriage to Emmeline has already been shown to be a different Frank.

Frank certainly doesn't appear to have been killed in the Blitz in 1940 - unless this is him:

That's a handwritten addition to the Index, and the man's age is given as "Abt 60" .

The Frank in Kensington seems to be the one, and if so he was there after the war.
