Long shot (very) for Elias - I don't see the birth of any Elias Smith in Derbyshire 1885-1893. There's one in Mansfield in 1894, and one in Chesterfield in 1895 - but none in Derby.

I don't want to start chasing Elias Smith if he's not Elias Miller .
However - the 1934 marriage posted by Maddie is of an Elias who was born in 1904, so not the same person as in 1911 census:
Smith Household Derby C.B., Derbyshire, England First name(s) Last name(s) Birth year Elias W Smith 1904 Ivy K Smith [1905] is also on this record
Of the military records, the Silver War Badge Roll Transcription may be the same man as in 1911 census - Leicestershire Regiment.

If this is Florence's marriage, then Joseph was still alive in 1923 - at least it doesn't say he's deceased;
Florence Miller in the Derbyshire, England, Church of England Marriages and Banns, 1754-1932 Name: Florence Miller Gender: Female Marriage Age: 23 Birth Date: abt 1900 Marriage Date: 24 Nov 1923 Marriage Place: Derby, Holy Trinity, Derbyshire, England Phillimore Ecclesiastical Parish Map: View this parish Father: Joseph Walter Miller - labourer Spouse: Francis Job Reeson
So if Florence and Ellen were being fostered in 1911, something must have happened to Mary Ann - but I don't see her death 1901-1911 in Derby.

Illness of parents? Homelessness? Imprisonment? Much the same reasons as nowadays, I suppose.
If Mary Ann died, I would expect it to have been in Derby, and not either of the Lancashire deaths posted by Malyon.
Charlotte would be old enough to be working by 1911, so possibly not living with her parents. Can't see her, though!
The nearest "maybe" could be this one, but this girl is apparently 3 years older, and not born in Derby - though I don't see her birth:
Lottie Miller in the 1911 England Census Name: Lottie Miller Age in 1911: 18 Estimated Birth Year: abt 1893 Relation to Head: Boarder Gender: Female Birth Place: Wilford, Derbyshire, England [ Milford on image ] Civil Parish: Derby County/Island: Derbyshire Country: England Street address: 62 Sacheverel St Derby Marital Status: Single Occupation: Lace Worker Registration district: Derby Registration District Number: 435 Sub-registration district: Derby ED, institution, or vessel: 4 Piece: 20875 Household Members: Name Age John Thomas Parker 47 Sarah Ann Parker 47 John Thomas Foxon 20 Lily Mable Foxon 18 Cararine Alice Foxon 19 Lottie Miller 18 John William Foxon 1

Thanks for your suggestions on possible reasons for fostering. Clearly there was some form of crisis in the family. I have just had a look on Familysearch for Joseph Miller resident in Derby in 1911 and found the following:
Joseph Miller 57 (1854) Inmate Widower Iron Foundry Labourer born Derby.
The DOB is out but everything else looks promising. Unfortunately the search does not reveal the institution where he is an inmate. Could someone please have a look at the 1911 census and give me some info on this? Thanks.

Could this be connected ? (the SMITH connection)
Derbyshire Times and Chesterfield Herald 21 February 1903
Neglect of family at Milford
Joseph Miller or Smith, Milford, labourer, was charged at Belper on Thursday that he, having the custody of certain children, did neglect them in a manner likely to cause them unnecessary suffering and injury to their health.
Mr. Rowbotham, Derby, appeared for the RSPCC to prosecute and prisoner pleaded guilty. The man, who was a widower, had left his four children destitute for a month. Had it not been for neighbours, they must have starved.
The prisoner was sentenced to gaol for two months, there having been a conviction in Derby for a like offence. The custody of the eldest boy was given to Mr Billott, Hopping Hill, Milford; the other three being at the workhouse at Belper.

Elias's use of the surname Smith is credible. Joseph had a sister Louisa Miller (Derby 1852). She married Charles Smith in Derby in 1870. Louisa died in 1893 and her husband remarried in 1896. In 1911 Charles Smith (61) had an adopted child living with him, Ada Miller Smith (8), at his home in Longford, Derbyshire.
Familysearch shows an Ada Grace Millard (sic) born to Joseph and Mary Ann Millard on the 12 August 1902.
After the death of Mary Ann it seems reasonable to assume that Elias went to his uncle's with his sister and also assumed the surname Smith. Maybe not such 'a long shot'.
