You are not quite correct with your above statement, which has been phrased rather nastily IMHO

Someone who died after 1991 CAN be on the 1939 Register if a relative has taken the trouble to get the death certificate and send it in to FMP as evidence and asking FMP to open the Register.

They ARE making changes when that is done, and also are apparently trying themselves to update the Register by comparing with deaths.

I have found several open records fro people who died after 1991!

no-one that young and dying after 1991 would be showing as an open record on the 1939 Register UNLESS a relative has submitted the death certificate to FMP
