Having thoroughly digesting it all, I see it was Hannah Russell nee Frazier who married Henry Austen in 1832 and they had a daughter Zenoby Clara in 1842. Whereas Richard Whitehead and Elizabeth Ann nee Russell had their daughter Zenoby Mary in 1859. . So Zenoby Clara b 1842 was in fact the half sister to Elizabeth A Whitehead.

I should think that the Z has been transcribed wrongly as an L on the GRO index. This looks to be the right person in the below marriage.
If you can look at the original of Tiggit's 1851 census transcription posted earlier I thought her name looked more like ZenAby and on the original of the marriage below it's possible she has signed ZanAby, although the vicar has written ZenOby.
VIEW London, England, Church of England Marriages and Banns, 1754-1931
Name: Zenoby Clara Austin Record Type: Marriage Marriage Date: 3 Jul 1870 Marriage Place: Saint Paul, Hammersmith, Hammersmith and Fulham, England Father: Henry Austin Spouse: John Stephenson
John of Gravesend is a Master Mariner as is his Father James. Zenoby is resident in Hammersmith at the time of Marriage. Her Father is recorded as Henry Austin an Engineer

Thank you so much for the info above. I am doing a Whitehead Tree. The name Zenoby I have in the tree of Richard Whitehead which I got off a tree on Ancestry, she is the daughter Richard and an Elizabeth Ann Russell. The name coming up as Austin has kind of thrown me now. Zenoby is such an unusual name to find,

Well it seems like the same Russell family, although I see William Russell died in Jan 1827, yet the baptism for a Elizabet Ann wasn't until Sept 1829, Possible that Elizabth could have been born just before Williams death or after he died so the baptism was delayed.
