No, he probably can't I'm afraid
Historical ER's are mostly only in the local library, and searchable ONLY by address
Also, as his wife would have been unlikely to be eligible to vote, there would be no way of verifying that any man of that name was the one you are interested in
EDITED
There are some Liverpool ER's for the period on Ancestry. You could take out a free trial and plough through them

Hi again Is it possible to find Jimmy in knotty Ash in Liverpool in 1919 onwards? To about 1925.? Not sure of address and think it will be difficult to go to knotty Ash and look through whole of electoral registers. Can he be found on here? Thanks again :-)

MOTHER OF FAMOUS FOOTBALL COACH
One of the Eldest, best known and most highly esteemed members of the congregation of St. Mary's Catholic Church, Yorkshire Street, passed away last Saturday morning in the person of Mrs. Margaret Hogan of 43. Todmorden-road. The demise of Mrs. Hogan occasioned sincere regret not only St. Mary's parish but throughout the Fulledge district, in which she had resided for nearly 30 years.
Mrs. Hogan, who was her 79th year. was a native of Ballina, Co, Mayo, and came to England about 45 years ago. She lived Nelson for some years and took active part in connection with the erection of St. Joseph's Church. Subsequently Mr. and Mrs. Hogan came to live in Burnley, and the family were associated with St. Mary Magdalene's parish for some years. Over years ago they moved Fulledge, and since that time have been closely connected with St. Mary's Church, Mrs. Hogan was devout Catholic and was held in high esteem by the congregation, who deeply regret her demise.
Mr. Hogan died about 18 years ago. There survive two sons and four daughters. One of the sons Mr, James Hogan, the well-known Continental football coach. He is at present in Austria. The youngest daughter is Miss Kathleen Hogan, who is a member the teaching staff of St. Mary's Schools. The funeral will take place today and the interment at Burnley Cemetery, will be preceded Requiem Mass at St, Mary's Church. --------------------------
Photo of him in Birmingham Mail 1939 & Evening Despatch 1940 too. He apparently spoke 5 languages.

Yes that was definitely his death. Occupation footballer . used to play for Burnley. Managed aston Villa. Played in the early 1900's. Came back to Burnley to live . He married in Blackpool. Thanks all for finding the birth. That's brilliant. Apparently he was in Austria in the 1911 census!!! thanks again. :-) :-)
