The advantage of FreeCEN if you've no access to the images is that you can (repeatedly) click on the previous/next buttons to see adjacent households. One adjacent h/h is Norishes Farm just 100m across road - but it's now renamed or rebuilt as Sandy Lane, so that's not much help. This is exactly the approach that AG adopted, namely to try and trace the enumerator's path.
Look up the OS grid ref "ST 10280 16180" at http://www.streetmap.co.uk/ to see where I think it was. I don't think the building exists anymore.You can alter the zoom levels - levels 1 and 2 are streetmaps; levels 2 and 4 are topological maps and are more suitable for rural lookups. (NB at zoom 3/4, the blue grid lines are 1 km apart - the ref I gave is to the nearest metre - a bit OTT)
You can also look up the same grid ref at: http://www.old-maps.co.uk/index.html You want the 1889 Deven 1:2500 map. The most common scale is 1:10560, but this is really too small a scale to be useful. Click on the tab at top right of map with the square on it to turn off blue

This 'regular' at the Inn stayed at Red Ball, Culmstock.
EAST DEVON AND EAST OF THE EXE. Sessions on Monday, Charles Rossiter, of Red Culmstock, old offender, pleaded guilty being diunk while in charge of, horse, Culmstock ; also refusing quit, the Cross Keys Inn, holashayne, kept by George Heale. Going by the 1891 census, the properties listed both before and after the Cross Keys all seem to be farms. All widely scattered, as far as I can see, and all on unnamed lanes. Everywhere in Nicholashayne has the same postcode, so that's no help.

The Cross Keys is the 13th property listed in Nicholashayne.
However, even Googling the names of the houses listed on either side of it doesn't really give any indication of where they were..
The first property listed is Furze House, which still exists, though I don't know exactly where. http://www.geograph.org.uk/photo/4824852
Somewhere between there and No 12 is Pond Farm (Firefox is freezing on me now, so I'll give up on this for the moment.) Pond Farm - still exists. Numerous references to it on Google, but no directions. There's a Pond Lane in Nicholashayne, so presumably somewhere around there. Pond House is now the home of a horse trainer, and looking at this map: http://www.streetmap.co.uk/place/Nicholashayne_in_Devon_421611_227611.htm it shows stables, which I think are on Pond Lane.
Also somewhere between 1 and 12 (can't look at the image at the moment - screen freezing) is Taylor's Farm.
No 12 is Norrishes
No 14 has an unreadable name, but I think it's just a farm cottage.
No 15 is Nicholashayne Farm. Per Zoopla, Nicholashayne Farm "is on an unnamed road with 15 houses on it".
No 16 is Down's Green. No 17 is down Green Cottage. Down Green is "on the road from Upcott Farm" . https://tinyurl.com/ycvkwqpd
18 is Tor Buddle Farm
19 is Windwhistle 20 is Burgess Cottage

28 - Lane End. Searching for Lane End on Streetview, it certainly shows a house at the end of a lane! Just downhill from it is Quants Barn.

Think this could be George on the 1841. He had a son Arthur and a sister Mary two names from this family.

CULLOMPTON PETTY SESSIONS. George Heal, Flora Heal, and Ernest Heal, father, wife, and son, occupying the Cross Keys. Nicholshayes, Culmstock, were summoned for assaulting Mr William Henry Pearce, a local farmer.
Western Times 27 July 1887
Basically they said that Flora was assaulted by the customer who was drunk and would not leave when asked to. George and Ernest then got involved and a fight broke out.
The customer said that he had been attacked by George when George overheard a conversation and thought that he was being blamed for something. Ernest and Flora then waded in also.
The Bench considered the attack on Pearce was unjustified and the Heals were collectively fined £1 12s 6d, inclusive of costs. The Bench considered an attack had been made on Flora but there had been extenuating circumstances and Pearce was ordered to pay costs of 11s 6d.
At the Cullompton Petty Sessions yesterday George Heal, landlord of the Cross Keys publichouse, Culmstoek, was fined two guineas, including costs, for serving liquor to person in a state of partial intoxication. His licence was not, however, endorsed.

Thank you all for the useful information. I did find an entry in 1911 census whichwould indicate the inn had 11 rooms, so fairly substantial. Maybe now a private property so I will arrange to visit the village whenthe weather improves. Thanks again. Ian
