Having difficulty on Ancestry finding the address in 1911 - someone with FMP might have better luck.

As he was in the RN, it might be just a temporary address when he was back on land.

Yeah just what I was thinking, he was probably just a lodger there as it is very close to Southampton docks.

I'd guess the groom was boarding there.

You could contact Southampton records office/archive/library and ask if they have a 1916 trade directory. If they do, the name of the head of the household would probably be given.

As it was during WW1, there wouldn't be an ER, not that all males were eligible to vote anyway.

I have found out that Charles W Winbourne died 1962 in Whittlesey, Cambridgeshire, England. Is anyone able to see if there was any probate record for this at all?

Have made contact with a granddaughter of Charles Winbourne from his second family and it is believed Charles was actually brought up in a children's home and had no contact with his parents so that explains why it has been so hard to trace him. Many thanks to everyone who has helped me on this one though :-)
