Please bear with me, Christine, because I THINK I'm onto something.
I was looking for a baptism for William with no luck and came across this one for a James which fits 1841 census and the news report. "England Births and Christenings, 1538-1975" Name: James Walker Hewitt Gender: Male Christening Date: 1825 Christening Place: CHATHAM, KENT, ENGLAND Birth Date: 1825 Father's Name: William Hewitt Mother's Name: Eleanor Indexing Project (Batch) Number: C16606-2
Then I checked for other children with the same parents and found this .... "England Births and Christenings, 1538-1975" Name: William Hewitt Gender: Male Christening Date: 11 Apr 1819 Christening Place: SAINT NICHOLAS, DEPTFORD, LONDON, ENGLAND [Deptford St. Nicholas is the parish which includes the royal marine barracks. (See census later.)] Father's Name: William Hewitt Mother's Name: Eleanor Indexing Project (Batch) Number: P00162-2
.... and this. Name: Rebecca Hewitt Gender: Female Christening Date: 02 Dec 1821 Christening Place: Chatham, Kent, England Father's Name: William Hewitt Mother's Name: Eleanor Indexing Project (Batch) Number: C02178-6
So then I looked for William (snr) & Eleanor's marriage. "England Marriages, 1538–1973 " Name William Hewitt Spouse's Name Eleanor Walker Event Date 14 Nov 1814 Event Place Stoke Damerel, Devon, England Indexing Project (Batch) Number M05242-1
From there I went to the censuses and found this . 1841 England Census Name: William Hewitt Age: 65 Estimated Birth Year: abt 1776 Gender: Male Civil Parish: Stoke Damerell <<<<<<< Hundred: Devonport Borough County/Island: Devon Country: England Street Address: Duke Street Occupation:Navy <<<<<<<<<< (Royal Marine Barracks fits with this.) Registration District: Stoke Damerel Sub-registration District: Clowance Piece: 272 Book: 2 Folio: 26 Page Number: 47 Household Members: Name Age William Hewitt 65 Eleanor Hewitt 55 Rebecca Hewitt 20 None of them is born in the county. Whether they are born in the county or not is all you get for birthplace in 1841.
and unfortunately, I found this too. Deaths Mar 1847 Hewitt Eleanor Plymouth 9 282
I can't find Rebecca or William snr in 1851 though there is this. Marriages Mar 1849 Andrews John Christopher Plymouth 9 425 Burdock Mary Plymouth 9 425 Hewitt Rebecca Plymouth 9 425 Negus Fysher Plymouth 9 425 Rabbidge James Plymouth 9 425 Scobell Mary Jane Vyvyan Plymouth 9 425 Scoble Emily Plymouth 9 425 Williams John Beckett Plymouth 9 425 Williams John Birkett Plymouth 9 425
I found Fysher Negus married to Mary J V Scobell in the 1871 census.
As I wrote at the beginning, I only think this may be a chance.

if William Hewitt was a goldsmith then the Goldsmiths Company may have information on him.. if you can't go there you can write to them:

William seems to be sure that he was born in Folkestone.
When I get a chance I will look for him in parish registers of baptism which are on film in Folkestone library. ....maybe later this week or next.
