Very odd. Two Elizabeth's, married at age 29, born in Scotland within one year of each other, with daughters named Cecelia, born in England within one year of each other, immigrating the same year. Is there a chance that they were visiting her sister and brother-in-law and were included on that census???

Apparently Jack came over in 1923 and again later?

It is really strange!
I knew that Jack had 1st went across to New York in 1923, he went to stay with an Uncle Alexander Ross, I have been able to trace limited details of Alexander.
So Jack must have went to New York in August 1923 sailing from Glasgow, came back to Scotland at some point(I havent been able to trace this yet), got married to Elizabeth(possibly Foster, just got her pregnant by days or weeks, sailed back to New York in Sept 1927 from Southampton, Cecelia was born in June 1928. Elizabeth and Cecelia sail to New York Nov 1928 from Southampton.
I am not too sure how you spell Cecelia or Cecilia.
Murdoch Mitchell didnt sail with Jack Ross in 1923, they are not on the same passenger listing.

elizabeth and cecelia must have been visiting family. its too much of a coincidence having people by the same name staying with people that originally came from Greenock.

Yes this is the correct marriage and 1901 census. Elizabeth and Cecilia were staying with her mother in Fulham before she set sail to NY. So Fulham must have been where she married.
On Ancestry.com I have found an entry on a one world tree. It could be Cecilia.
It records a Penelope Cecilia Ross b1929c in England, d1978 New York married to a Jack Mateycik c1920c Czechoslovakia, d1960 New York.
Marriage WFT Est 1941-1957....I dont know what this means.
They have a living desendant, a female, name not stated. (Iknow that Cecilia had a daughter, possibly called Theresa).
As far as I can see there are no contact details for the person that has submitted this.
How do I verify if this is my Cecilia?
My Cecilia had a middle initial Cecilia P Ross,
