And now I have a fly in my ointment, it is a work in progress you know, lol.
In 1841 this is the only Elizabeth Turner the right age in Seaton
William Turner 45 Dorothy Turner 35 Mary Turner 15 Elizabeth Turner 12 Sarah Turner 7 George Turner 4 John Turner 2
and she was christened in 1828 in Colyton.
So my tale may have gone off the tracks and what you really need is to get the marriage certificate for Absolom Chappel to find out who his wife really was and who her father was!

Here are Frances (Partridge) and Robert Turner in 1841
Name: Frances Turner Age: 45 Estimated birth year: abt 1796 Gender: Female Where born: Devon, England Civil parish: Seaton Hundred: Colyton County/Island: Devon
Robert Turner 55 Frances Turner 45
Here is Francis in 1851 with a more accurate birthdate
Name: Frances Turner Age: 58 Estimated birth year: abt 1793 Relation: Wife Spouse's name: Robert Gender: Female Where born: Beer, Devon, England
which matches the Fanny Partride christening 1792
so the mother of Elizabeth Turner Chapple must have been the sister of Jacob Partridge who was Eliza Partridge Searle's father
FANNY PARTRIDGE Christening: 09 DEC 1792 Seaton And Beer, Devon, England Parents: Father: MALACHI PARTRIDGE Mother: SUSANNA Source Information: Batch No.: C051991
So Elizabeth Turner Chapple and Eliza Partridge Searle were in fact first cousins. Elizabeth's mother was younger than Eliza's father and Eliza was born much earlier than Elizabeth but they are the same generation.
As best I can figure anyway!

Oops we are crossing in the post.
If Elizabeth Turner Chapple's mother was Frances Partridge christened 1809 then she is the daughter of Eliza Partridge's uncle Malachi Partridge and his wife Rebecca Bools who married in 1806.
Frances Partridge was herself the daughter of Jacob Partridge and Elizabeth Bools who married in 1811.
I don't think we can tell from what we have whether Elizabeth Turner Chapple's mother was Frances Partridge or Fanny Partridge of the previous generation. Let us check a little more ...
Can't find births for Elizabeth Bools and Rebecca Bools in the IGI.

I think this would be Frances Partridge mother of Elizabeth Turner Chapple
FRANCES PARTRIDGE Christening: 15 JAN 1809 Seaton And Beer, Devon, England Parents: Father: MALACHI PARTRIDGE Mother: REBECCA (Rebecca Bools married in 1806) Source Information: Batch No.: C051991
Children of Malachi Partridge and Susannah
Partridge, British Isles Father: Malachi , Mother: Susannah Batch Number: C051991
1. FANNY PARTRIDGE - International Genealogical Index Gender: Female Christening: 09 DEC 1792 Seaton And Beer, Devon, England >>> this could be the Frances who was mother of Elizabeth Turner Chapple
2. JACOB PATRIDGE - International Genealogical Index Gender: Male Christening: 07 JUL 1784 Seaton And Beer, Devon, England >>> father of Eliza Partridge Searle
3. JAMES PARTRIDGE - International Genealogical Index Gender: Male Christening: 11 OCT 1789 Seaton And Beer, Devon, England 4. HENRY PARTRIDGE - International Genealogical Index Gender: Male Christening: 23 FEB 1787 Seaton And Beer, Devon, England
5. MALACHI PATRIDGE - International Genealogical Index Gender: Male Christening: 08 NOV 1778 Seaton And Beer, Devon, England >>> father of Frances who was christened in 1809
6. JOHN PATRIDGE - International Genealogical Index Gender: Male Christening: 29 MAY 1776 Seaton And Beer, Devon, England 7. ELIZABETH PARTRIDGE - International Genealogical Index Gender: Female Christening: 17 APR 1796 Seaton And Beer, Devon, England 8. SUSANNAH PATRIDGE - International Genealogical Index Gender: Female Christening: 09 SEP 1781 Seaton And Beer, Devon, England
So Elizabeth Turner Chapple's mother Frances Partridge was either Fanny the sister of Eliza Partridge Searle's father Jacob or Frances the daughter of Eliza Partridge Searle's father's brother Malachi
!!
And there may be a Bools relationship too
Eliza Partridge Searle's mother was Elizabeth Bools If Elizabeth Turner Chapple's mother was Frances Partridge christened 1809, her grandmother was Rebecca Bools ... perhaps the sister of Elizabeth Bools Partridge ...

Still trying to find a surname connection here!
If Eliza was Partridge (you need the Daniel Searle marriage certificate, or please tell us if you know Eliza's surname)
ELIZA PARTRIDGE Christening: 08 DEC 1811 Seaton And Beer, Devon, England Parents: Father: JACOB PARTRIDGE Mother: ELIZABETH Source Information: Batch No.: C051991
JACOB PARTRIDGE Marriages: Spouse: ELIZABETH BOOLS Marriage: 05 SEP 1811 Seaton And Beer, Devon, England Source Information: Batch No.: M051991
I think if you want to discover the family relationship between Eliza and Elizabeth you will need to get their marriage certificates so you know both their surnames for certain.
If Elizabeth Chapple was Elizabeth Seaward, she was christened 1830 in Seaton and Beer and her parents were Robert Seaward and Hannah Batten married Seaton and Beer 1824, it seems.
If she was Elizabeth Turner, she was christened 1829 in Seaton and Beer and her parents were Robert Turner and AHA AHA Frances Partridge married Seaton and Beer 1825.
I think that is the cousinship.
Elizabeth Chapple was Elizabeth Turner 1829 the daughter of Frances Partridge.
Eliza Searle was Eliza Partridge 1811.
