	I had a great response to the thread asking for information on the above. It turns out that Frank was in fact the Town Clerk and indeed a freeman of the city of Birmingham. My special thanks to Joan, MaureeninNy for her detailed information, Gwyn in Kent and Ann of Green Gables and to Cynthia the volunteer helper who let me know how to acess all this valuable information.
