Unable to see him past 1901 when he is a photographer. Looking at it re his age he would have been close to 50 by the end of WW1 so unless he lied about his age he wouldn't be in the services.
How did he get to Malta - travel to and from Europe not really documented so he could have travelled to somewhere like Italy and got to Malta from there.
How sure are you that he was a pharmacist?
There were British navy, army and air force on Malta by 1939. If he did change his occupation to pharmacist there may be a possibility that he was a civilian attached to HM forces.
I would doubt he was in the forces due to his age - he was 31 still with his parents in 1901.

Born in 1869 in Teesdale Durham. somehow travelled to Malta. died in 1939 in TBraxa cemetary. His name was Herbert Henry Addis Woodcock. Married Mary Ann Wilson, in think in Malta was a pharmacist! struck a blank in searching Travel thought he might have been in military. I am in Australia. Thank you.
