There are a number of medal cards for Frank A Davis, but none with Alphonso as a given middle name. No obvious pension or service records on ancestry.
Could he have been a Navy man like the brother we looked for last week?

It was published 17 October 1936 - Gloucester Journal
Note in the list of mourners it mentions "Mr C R Padin, manager of the silk mill, of which Mr Davis was the owner".
He's obviously been a successful businessman and, as such, could possibly have applied for (and been granted) exemption from war service if he was contributing to the war effort in other ways.
