Who had a baby boy in 1970

Jim is almost certainly not going to be looking at this site, and you don't give enough detail for us to have any hope of identifying him.

Assuming he was James, then if he owned a house he was likely to be over 21, might give you an idea of which birth 'could' be his on freebmd.org.uk.

If you know the house number try to find where the electoral rolls for that time were held, to see if that is his full name and whether any other family member might have lived there.
