I am not seeing an appropriate birth for a Sarah Johnston Coulter
Or a Sarah Johnston Coulter on the 1911 census.
Maybe Sarah is the Irish connection and that is why Eileen was born in Ireland?
Between the births of her two sister's.

Sarah was born 1902 in Belfast according to a members tree.

It looks like William Frederick married twice, both times at Rochford:

No, I'm not seeing his birth either. But wonder, as he joined the navy so young (the earliest date I can see on the distorted navy record is 1879) whether he was an orphan and in a home or school. There's no sign of him on 1871 census.
