There is a marriage for a Carol A Shortland/Simpson in Colchester in 1994. Is this a co-incidence, or related?

This Colchester marriage looks like the Carol A Shortland born in Birmingham, as there is a marriage for her in Birmingham to a Simpson.

Can anyone help me on the whereabouts of my stepsister carol A Shortland born in watford around 1949 to Albert, Edward, George Shortland and Alice Shortland (nee Chantrey) Our father re-married my Mother Doris in 1959. Carol has been married a couple of times and therefore I cannot trace her through the records as I have no dates of divorces or re-marriages Last known address We had was somewhere around colchester.
