Do you know his address in Brighton? If so, it might be worth asking current occupants or neighbours if they know anything.
There is a Jon Woodall in Brighton on 192.com for 2002, might that be him?

Hi I am looking for my oldest brother. He is called Jonathan Woodall,(no middle name) and is aged 46 years old. Last known living in Brighton 10 years ago, not married at that time. Any information gratefully received.
