As your mother is still alive why not ask her? rather than posting all there details on an open site

Paul's father died in 2004 and your mother is showing as living at that address.

You seem to think it unusual for the birth to be registered under both Evans and Howard, but this is normal. Your birth was registered once, and your father would have had to be in attendance for his name to be used as they were not married.

In all births where the mother has a different name to the father the birth is indexed under both names. Your name was not changed later, both are on the typed indexes not added later. The certificate you have dated 1973 is more than likely a copy certificate obtained to complete the formalities when your fathers parents took you in.

Just to clarify/ You arent registered twice as its the same GRO ref. When a couple arent married but the fathers name is on the birth cert then the record would show under both surnames.

If you sent for both certs you would find its the identical one you would get. So no matter which surname you used it would be the one cert.
