Could Clifford be this one, as it has the Leicester connection?

There is a marriage for George C, and then a birth for Sheila P Twigger in 1930 in Leicester.

Added:
Sheila probably marries Cecil J Payne in 1956, and the 2 were together in Leicester in 2003 electoral rolls on 192.com

This could be Cecil's death, but it would make him 20 years older than her:

I am sure you are right with the Clifford in Leics. I have found the death in 1972.

I am sure you are also right with Sheila who married Payne. I found a document in this name. Unfortunately, however, I cannot seem to find offspring for Sheila and Cecil. Perhaps the line ended here??

Perhaps by going backwards I can maybe find a sibling for Clifford in earlier census results. I will look. One again thanks for your help. :-)

I will pm some possible Payne/Twigger births, from ancestry, not Leicester but close-by, and the first one is in 1957, so just after the suggested marriage.
