How would one take action against an individual who is constantly making derogatory comments about another individual via letters to a goverment organisation,implying that the person is providng false information and basically trying to blacken them as individuals?Any comments would be appreciated.

if its written down it is libel, not slander. But if it goes to court the onus is on the libelled person to prove libel.
