Sorry Zoe, I don't see anything wrong in the Title of General Topics been in capital letters. It might not be netiquette, and yes! I do agree that if the whole text was in capitals it would be shouting and some people find it hurts their eyes. On the other hand I focus better if a title stands outs, but then that is my opinion.
