David Garlick died in Romsey. Victoria. Australia. 1865, is there likely to be a death certificate or some sort of document that I can send for with details of his death and who registered it etc.

There must be. You will have to apply to the Registrar of BMD in Victoria.

I searched for his death, and one result came up (don't put in place of death).
You can download an online copy of the death cert for 22 Australian dollars, or get a printed copy for more than that.

The initial search result just gives his name., death registration number 6840/1865, and place of birth as "OXFO", presumably short for Oxfordshire.

According to his Inquest David died at Romsey on 25 Sep 1865.

It gives witness statements and his cause of death following a post mortem.

As I say all the images are free to view on Family Search :-)

But that won’t tell you who registered the death, which is one of the things ZZzzz mentioned.

That is true but it does give an awful lot of information and an insight into the days leading up to David's death :-)
