If there is a will then the executor sorts out the estate by paying all bills and expenses and then passes to the beneficiaries as dictated in the will |

On the government find a will web site it states Administration so does that mean that when debts are paid the rest goes to the nearest blood relative, and can a copy of said will still be obtained? |
