Kind of.

People who are obliged to stay indoors and are not able to access food need to be fed and looked after.
The food is available but nabbed by the greedy and the restaurants need to earn to pay their staff.

This would keep the money in circulation and provide care for the needy.

That's' just what's happening here Sharron many places know they have food to use up so they're cooking it and then either giving it away to shelters or doing cheaper versions of their meals and delivering them to local people. Fresh mushrooms that were usually bought in bulk by restaurants are now being sold to the public if you happen to be in that area.

The restaurants do need to be able to pay their staff so providing an economical meal for those who can't get out to buy would help towards that but I am sure some provision should be made for the homeless who would not be able to contribute.

It would be one way of getting the hoarders to stay home.

Call me cynical but the UK has shown it's true colours on this.

Maybe at the end of the day feed homeless people in their area

The restaurants that have had to close but are allowed to carry on cooking could be utilized to feed people who can't get out to buy food.

Like a sort of meals-on-wheels.

Most of those people are on pensions so they would be able to pay their food budget to the food deliverers.
