Adoption/Birth certificates?

Hi all, Please could anyone tell me, could a child born in the 1920's who's been adopted, have there birth certificate, but no adoption papers? I know this sounds crazy, but a relative was adopted, or so they have been told, but they have their birth certificate with mother' name on it, no father, but also their middle name was the adoptive parents surname. Was this possible? regards Kim |
