I know someone was asking about this a few weeks ago and I think it was decided it was some kind of street cleaner. I was just watching Restoration on BBC2, which was about an old cotton mill. It described children as young as 7 being employed as scavengers. They had to crawl under the machinery and retrieve dropped bobbins, etc. |
