How young was a minor in 1860?

My gggrandmother married in 1860. Her age is described as "minor with consent". My gggrandfather is described as age "Full". At what age did a person go from minor with consent to Full? Any help appreciated. |

Full age is over 21 - but bear in mind that they often got their ages wrong or told fibs!! Maz. XX |

Yes, girls could marry at 12 and boys at 14, changed to 18 in 1927, and then down to 16 in the 60's, can't remember the exact dates. Ros |
