Electoral roll and ages in the early 1960's

Can anyone confirm that the voting age in 1960/1 was 21 years of age? Also, at what point during the year was the information taken? I am trying to work when someone born in July/Aug/Sept in 1940 would appear on an electoral register Hope this makes sense. Any help much appreciated. Sarah |
