1861 Census Surrey/Kent (Ancestry)

I have been having considerable problems finding my ancestors from Surrey. I have now found that most of Surrey (and part of Hampshire) is indexed under Kent. Surrey is limited to that part within Greater London. Was this the case in 1861 or is it an error? The transcriptions on this census certainly lead to considerable lateral thinking! Steve
