'Surrey Dockhead'

Does anyone know where 'Surrey Dockhead' was in the 1800's? From the 1851 census ggggf stated he was born in surry dockhead. we used to think he meant Dockhead in Bermondsey, until I found a reference in the 1901 census for an unconnected person to Surrey Dockhead.
