Immigration to US & Subsequent return 1891-1901

I have a relative who between the 1891 census and the 1901 census spent some time in Olyphant, Pennsylvania as a Miner. Whilst he was there he fathered a child (born 'about 1893') who is mentioned in the 1901 census. The Father was single in 1891 but a widower in 1901. It appears that Birth registrations in Pennsylvania in the late 1800's were not compulsary and I cannot find an entry for the child. Does anyone know whether the child would have been allowed to return to the UK with his Father without any 'paperwork', ie, a Birth Certificate? I do not know who the child's Mother was but assume she died in the USA. Any ideas gratefully received.
