Question about a registrar.

Hi, I have an ancestor, John Davenport, who in 1851 and 1861 is down as being a registrar. Would he have worked at the register office nearest to where he lived and do you think that the register offices will have like a list of who were registrars? Sorry if this is a bit stupid! P.S do you think he could have registered his own children.
