Electoral Rolls are also on GR - under "Search" at top right of this page.
But as ErikaH says, not everyone is on it.

Or you could try contacting Angus Council - though they might just tell you to go to a local library - ie - local to Forfar, which is no use to you!

https://www.angus.gov.uk/council_and_democracy/elections_and_voting/electoral_register

Scroll down to the bottom of that page , to "Contact the Council".

You could try the BT phone book.

Or www.192.com

One has been able to opt out of the public ER since 2003, so even if the ‘possible’ relative lives there, he/she may not be listed

ER’s are on FMP - a subscription site.

You could take out a free 14-day trial and do a search

Does anyone know how to find this to look up if a possible relative still lives there?
