Had two messages to say he was in withington. In 1939 but not adopted. Then later changed his name and emigrated

So with a change of name and going abroad he would still be a closed record on the 1939 register which is why he doesn’t show

Can’t see how we can help further with the enquiry

Personal files with social services would be a closed record I would think

Yes she did but I read that as not adopted by the people he was with in 1939

He could have been adopted later

Ellis Shuttleworth, age 2, was taken from his parents because of their cruelty to him, for which they were both jailed. I would value opinions as to where he may have been placed immediately after. By 1939 he was living with a strange family in Withington (never adopted).
Were there such organisations as "social Services" or equivalent then, in Manchester.? Have tried the local childrens' home. Workhouse? Trouble is, most of the children's details are unavailable to the public.
Manchester history experts urgently required!
