Are BMD scan time limits really for privacy?

Users of Scotland's People will be aware that there are time limits on downloading BMD scans of 100/75/50 years respectively. We are told this is for reasons of privacy (i.e. in most cases the subject will be deceased).

If an event is before these limits a scan of a BMD Entry can be bought for £1.40.

However, if I am prepared to pay £15.00 I can buy a certified extract for a very recent event (I could walk into a Reg. Office 10 minutes after an Informant and buy the record of the event they have just notified).

We know the recent scans exist as you can VIEW them in Edinburgh.

So it begs the question - is this really for privacy or making money?
