You really need the birt cert - can't find any parish records but there is ships manifest to AUS 1885 Father Charles Tilly 29, Mother Amelia 28, Herbert C 6, & Arthur P 2,

Port of Arrival: Sydney, New South Wales

Voyage Arrival Date: 7 Dec 1885

Vessel Name: Florida

There is also an AUS marriage to May Florence Fortey 1937 - Randwick, New South Wales

There are several manifests to and from AUS to UK and AUS Polls to 1960 wife May Florence

Where have you seen reference to him.... I had a quick look on 1891 census without luck.

You should be able to find the birth record in the index on FreeBMD.

You'll need to buy the certificate if you want to see the parents names.

Try a search on FamilySearch for a baptism.
