Help with wording on an old Scottish marriage imag

I have an image of the marriage of my 5X grandfather dated 1720.
I would appreciate if anyone could explain some of the wording.
After the names of the parties who are getting married is says,
( consigned six pounds Scots in pledges were ordered to be proclaimed )
There are several other marriages listed all with the same wording...any ideas.?
