His parents can be determined by looking at his birth and looking for their marriage

My niece has just got married to his grandson ,but he doesnt know much about him or whether his surname is common, and his father has passed. I offered to help him on here, with the help of you wonderful people. Ive added him to my family tree hoping I could find out anything

He isn’t an open record in 1939, which isn't a census. It is a REGISTER, with different criteria from censuses.

His 1957 marriage also shows on freebmd

The 1939 register was not a census but a register drawn up iat the beginnings of WW2 of all people in the country (apart from most Service personnel who were registered seperately). It became the basis od the NHS system after the wr and alterations continued to nbc made up until the early 1990's

On the original, the entry is written as ditto for Marigold surname and then W Elsie. At a later date Jessie Elsie Whitaker has been written in. These names would go with the first name and initials on the marriage record.
The transcript makes no note of a closed record, but there is a redacted line on the original - presumably Victor.

40 in 1841 39 in 1851 36 in 1861 38 in 1871 72 in 1881 62 in 1891 Up to this point most lived in the West Midlands - Warwickshire, Staffordshire From then most lived in London This info from https://www.findmypast.co.uk/surname/marigold 81 in 1901 86 in 1911 62 results on the 1921 census 99 in 1939 but 13 of those were not Marigold's at the time ie married after 1939 and became Marigold
