Charlotte still alive - here with family including Mildred. Why do you say Charlotte has died by 1911
1911 Census For England & Wales 50 Lewis Street Newport Mon, Newport, Monmouthshire, Wales
First name(s) Last name Relationship to head Marital status Sex Age Birth year Occupation Birth place Thomas Harris Evans Head Married Male 56 1855 Night watchman Appledor Devon Charlotte Evans Wife Married Female 56 1855 - Filton Somerset Gladys May Evans Daughter Single Female 16 1895 Bookbinders Newport Mon Mildred Sarah Ann Evans Daughter - Female 14 1897 Bookbinders Newport Mon William Henry Jones Lodger Widower Male 67 1844 Night watchman Bridgemond Somerset
Married 36 years. 8 children born, 5 still living 3 have died - perhaps explains the lack of children showing on census between their marriage and the 1901 census

If this is the parents marriage, there's a long gap between that and the first living child to show in 1889. Only 3 others born who don't show on census but are said to have died

I found Thomas and Charlotte on the 1881 with no children which I thought was a bit odd. I think you are right about Maria/Lizzie. The story was that Mildred Evans married William Hayward but she died young. William apparently went on to marry her sister years later, possibly in Birmingham.
Thank you for your help

Unlikely to be 2 Mildred S A Evans so, "the story" about her marriage looks to be true, although she would only have been 16

???? is this result a red herring as Mildred b 1920 (but Glams not Mons) which may indicate your Mildred, and I see her nowhere else. However, Henry and Myfanwy have a Mildred 1910 who I can also not find
1921 census search result - First name(s) Last name Birth year Birth place Parish Registration district County Mildred Hayward 1920 Hirwaun, Glamorganshire, Wales Aberdare Merthyr Tydfil Glamorganshire
Mildred, Myfanwy, William Martin and 1 other are on this record
Myfanwy is surname Hayward born 1885 in Hirwaun William Martin Hayward born 1908 Hirwaun
the 1 other is Marfydd Hayward b 1913 Hirwaun, as per search result - Hayward Morfydd Davies Merthyr T. 11a 1822
