Just a guess, but this may be one of Winson's Malay States-related queries. Chances are that Stuart (or perhaps more likely Rachel's husband Mr Coombs) was stationed there at some point.
Stuart Rohins in the 1911 England Census Name: Stuart Rohins [Engineeer Sub Lieutenant ] [Stuart Robins] Age in 1911: 22 Estimated Birth Year: abt 1889 Birth Place: Portsmouth, Huntingdonshire Civil Parish: Australia and South Africa Country: England Marital status: Single Registration District Number: 640 ED, institution, or vessel: Vessels Piece: 34970
The ship was "Powerful", a Protected Cruiser, First Class, and was at (or near) Sydney at the time of the census.
There are lots of military and travel records for him on Ancestry. By 1937 he was an Engineer Captain - as also shown in 1939 Register above. By 1949 he was a CBE. Died 4 Jan 1972, Gosport
In 1933 Rachel travelled with her mother Bertha, from Malta to England.

In 1925 Stuart is also listed on the voyage (Hong Kong to London) with Bertha and Rachel, but his details are scored out:
Rachel M A Robins in the UK and Ireland, Incoming Passenger Lists, 1878-1960 Name: Rachel M A Robins Arrival Age: 2 Birth Date: abt 1923 Port of Departure: Yokohama, Japan Arrival Date: 24 May 1925 Port of Arrival: London, England Ports of Voyage: Kobe; Shanghai; Marseilles; Port Said; Hong Kong; Colombo; Port Swettenham; Penang; Port Swettenham; Singapore Ship Name: Karmala Shipping Line: P & O S N Coy Official Number: 135590
Country of last permanent residence: China. UK Address: 81a Elm Grove, Southsea.
There's no sign of Rachel's marriage, or any indication of who her husband was, so I assume (perhaps rashly) that it was in eastern Asia.
A probable son was born in Portsmouth, registered in 1947, and probably still living, on the current ER in Hampshire.
