Who registered the mother's death?

Being named in her Will doesn't necessarily mean he was alive .

He was actually named as an Executor on the Probate record, so was alive in 1936.

Ernest james whitmore b1873 Merton Surrey was single in the 1911 census and living with his parents William and mary (he worked for the gas company all his life)
His mother Mary died in 1936 Devon and he was named in the will.
I am looking for his death which i think i have found in St Austel Cornwal 1945.
but i need more evidence that its him, so was wondering if anyone could access any electoral roll? to see if there were any other names on there with him.
The thing is, there was another Ernest james whitmore born same year in Reigate who got married and had children and died in 1916 in WW1. But that Ernest is not mine, and people on ancestry have them mixed up.
I have nothing on him after 1936 in the will - any help would be great - Thank you x
