It's his National Registration ID number. When National Registration was abolished in 1952, the numbers continued to be used by the NHS.

DFS was the area code for Hertfordshire.

I don’t know if anyone can help about Thomas J. 1945 Identity card. It states
DFS 3193753. Pennell. It is stamped 1945 National Registration Office. His Grandson was told it was his service number and has now been told it is not. He is totally confused. Would anyone be able to help with what the number might mean?
