Just to say that I have now solved the mystery. As suggested I have eventually managed to track down the marriage certificate of Oliver from one of my distant relatives, it shows Oliver’s father as William Clipstone and not Oliver as shown in the birth records, which means that Oliver and Winnie Clipstone were in fact brother and sister as thought Many thanks for all who responded with their information and assistance.

I agree with ArgyllGran, it's too much of a coincidence.
The birth posted for William has a mmn of Underwood. There is another birth for Charles with same mmn in 1873, and on the 1901 census image it looks like he's living also at Bakers square. The mother Fanny (widow) is on the previous image, together with 4 sons and a daughter, one of the sons James (1868) has mmn Underwood. Oliver & Sarah are living at Bakers Square.
The 1891 census image has William & Sarah at 9 Bakers Square, and Fanny at number 2 (on previous image)

We have William's birth and marriage, and he's on censuses 1891 and 1911, with Sarah. No sign of them in 1901.
We have no birth or marriage for Oliver, and we only see him in 1901, with Sarah.
"Oliver" and his Sarah have the same YOBs and occupations as William and his Sarah.
It's a pity the son Oliver isn't with his parents in 1911 - that would have been helpful!
Perhaps the enumerator got confused, and put William down as Oliver in 1901 because of the son's name being Oliver.
My feeling is that Oliver senior and William are one and the same, and that Winnie and Oliver junior are brother and sister - but can't prove it! Circumstantial evidence only.

I am really trying to establish whether Winnie Clipstone and Oliver Clipstone (born 1892) are brother and sister. It could be that they both have same mother (Sarah King) but different fathers, William Clipstone and Oliver Clipstone, born 1867, it just seems strange that if there were different fathers, they are both Clipstone and what is the connection between them both?

? could explain why Sarah said b Arlsey in one census and Finedon in another. If the family moved from Bedfordshire when she was young, she might well have thought Finedon was her birthplace.

And both William and Oliver are shoe finishers. Both the Sarahs are shoe machinists.
Is there some sort of double life going on here?

The only reference I can see to an Oliver Clipston/e born c1867 +/- 5 years is the one posted above in the 1901 census
No birth - but before penalties for not registering No marriage No death
Is Oliver the same person as William. William shows in 1891 and 1911 not 1901 and Oliver only in 1901
Their ages equate as do their occupations - but Shoe trade was big in the area
Although William is said to be born in Finedon and his Sarah in Arsley
Oliver b Arseley and his Sarah in Finedon.
They are not close enough to make a mistake

I can't see any marriage for Oliver (senior) - perhaps they didn't marry.
Can't see his birth either, nor anything for him before 1901.
According to the censuses he was born 1867 in Bedfordshire.
But it's only William's birth I can see then:
